Al‑Risha AI infrastructure is set to open capacity for neocloud, hyperscale and sovereign compute users, according to a September 1 filing. Mindstream Energy says the 245‑acre Jordanian campus will eventually support about 400 MW of modular power and high‑density compute resources.

Modular power and fast rollout aim to cut delays

The development pairs on‑site natural‑gas generation with secured long‑term supply contracts, limiting reliance on overstretched utility grids. A modular design lets Mindstream add capacity in steps, matching customer demand rather than waiting for a full‑scale build.

Customers can start with a modest footprint and expand as workloads grow. The approach also promises capital efficiency, since the firm plans to construct only what is already contracted.

Connectivity plan reaches beyond Jordan’s borders

Through a partnership with Orange Jordan, the campus will feature a dual‑redundant, low‑latency fiber network. This architecture links to regional submarine cable systems, giving the site access to markets across the MENA region, Europe and India.

The fiber backbone is intended to support sovereign data flows while also feeding international digital markets. A high‑performance computing hub without robust connectivity would struggle to attract large‑scale users.

Their strategy emphasizes several constraints that have slowed AI rollouts elsewhere: power availability, deployment speed, cooling, scalability and data sovereignty. By co‑locating energy generation with compute racks, the campus sidesteps many grid‑related bottlenecks.

Cooling is handled with recirculating systems that avoid external water use, a design choice that eases pressure on local resources. The layout also allows for high‑density GPU clusters, with power distribution and redundancy tailored to each tenant’s needs.

The facility’s sovereign zones provide isolated power, network paths and physical security. Governments and regulated enterprises can therefore keep control over sensitive data while still leveraging world‑class compute capacity.

Jordan’s geographic position and government incentives add to the project’s appeal.

The country has signaled support for technology investments, which could help attract the promised neocloud and hyperscale operators.

Comparatively, many data‑center projects in the region still depend heavily on national grids, which can be unpredictable. An energy‑backed model like Al‑Risha may offer a steadier foundation, especially for workloads that can’t tolerate power interruptions.

They are now in talks with qualified operators, sovereign entities and large‑scale AI customers about both initial and future capacity. The firm says it will configure each deployment around specific megawatt, GPU density, cooling and security requirements.

“Energy without connectivity does not create an AI infrastructure platform,” the CEO said. “Our relationship with Orange Jordan allows us to combine large‑scale energy availability with resilient sovereign connectivity inside Jordan and extensive international reach beyond it.”
